South Point Casino released their over/under win totals for all 128 FBS teams, and they have the Utah Utes at 7.5 wins for the 2016 season (remember that this win total does not include a bowl game, it is only for the regular season). This is a great article if you want to learn more on sports betting. Of teams in the Pac-12 South, only UCLA (8.5) is projected to win more games than the Utes. USC, who likely will face the toughest schedule of any college football team in 2016 is also projected to win 7.5 games. Arizona (6), Arizona State (5), and Colorado (4.5) are all projected to win fewer games than the Utes.

7.5 wins may seem low for a team that has won 17 regular season games that last two seasons. Utah is often underrated in the preseason (as evidenced by the last two seasons where Utah started outside the top 25 and finished in the top 20). Utah is not without concerns this offseason. They have to replace most of their offensive production, highlighted by running back Devontae Booker and four-year starting quarterback Travis Wilson. They also lose all three starting linebackers on defense. With these question marks and an offense that has underachieved since Utah joined the Pac-12, it makes sense why Vegas may have some hesitation about the Utes.
